That end-year is stated inconsistently across sources, so it is a reported target rather than a confirmed fact. Some pieces are already done, some are under construction, and the bulk of the 920 sq km is planned for later phases. So the correct mental model is a phased, decades-long build, not a single opening day.

The three phases explained

Dholera is planned in three broad phases. The reported timeline runs as follows, and each of these is a target window rather than a completed schedule:

• Phase 1 (reported ~2020 to 2025): the roughly 22.5 sq km Activation Area, the plug-and-play demonstration zone inside TP Scheme 2, with trunk roads, underground utilities and the ABCD command centre.
• Phase 2 (reported ~2025 to 2030): the airport and industrial build-out, including major connectivity and manufacturing anchors.
• Phase 3 (reported toward ~2040 to 2042): the full 920 sq km region, with a promotional target of roughly 1 million population and around 800,000 jobs at full development.

Notice that Phase 1's original window has already passed on paper, which is a useful reminder that these are aims. The old 2020 target of roughly 80,000 jobs and 1.2 lakh residents in the Activation Area lapsed, so the phasing gives you direction and sequence rather than dates you can bank on.

What is actually done in 2026

Several pieces have genuinely crossed from plan to reality, which is why 'nothing is happening' is not an accurate reading either. As of mid-2026, the confirmed and reported anchors include:

• Activation Area trunk infrastructure: the first roughly 22.5 sq km has an internal road network reported at about 72 km, underground utilities, drainage and a water system, plus the ABCD building housing the command-and-control centre.
• Ahmedabad-Dholera Expressway: the roughly 109 km access-controlled expressway was reported inaugurated on 31 March 2026 and is operational.
• Solar power: about 300 MW is reported commissioned within the Dholera solar park, part of a 1,000 MW sanctioned Phase 1 and a 5,000 MW long-range target.

What is still pending in 2026

The largest anchors are real but unfinished. The Dholera International Airport is under construction, with the original December 2025 target missed and a July 2026 report citing works about 80% complete and operations aimed at September to October 2026, still a target. The Tata semiconductor fab was around 50% civil-complete in May 2026, with first chip a 2026-27 target and no source confirming a chip produced. The Sarkhej-Dholera semi-high-speed rail was reportedly cleared in May 2026 with a 2030-31 target. And the vast majority of the 920 sq km is still farmland, land banking and future TP schemes.

A greenfield smart city of this scale does not finish the way a single building does. It reaches milestones. The realistic way to track Dholera is not to wait for one completion year but to watch specific anchors turn on: the airport opening, the fab producing chips, the rail link running, and successive TP schemes moving from paper to trunk infrastructure.
